Alparslan Bayraktar - Investment Opportunities, Regulatory Framework - Keynote Speaker

AlparslanBayraktar2012Commissioner Bayraktar is serving in Energy Market Regulatory Authority of Turkey (EMRA) since he was appointed by the Council of Ministers and took the oath of office on Feb. 2, 2010 for a 6-year tenure. Prior to joining EMRA, Mr. Bayraktar was in private practice working in a spectrum of industries. Most recently (2007-2010), as an entrepreneur, he ran his consulting and project management business in energy and IT, carrying out numerous projects in Turkey. From 2001 through 2006 Mr. Bayraktar worked as a business manager in New York-based Goldenline Inc., responsible for the Northern & Central American region. From 1998 through 2001 he specialized in the LPG industry in Turkey, undertaking supply chain management, business development and arrangement of safety procedures. He also has 2 years’ project engineering experience in the construction industry. Mr. Bayraktar holds positions in various international organizations and is actively involved in issues relating to regulatory governance. He is the Chairman of Energy Regulators Regional Association (ERRA). ERRA has 24 full members, stretching over four continents with a demographic reach of around one billion. ERRA seeks to improve energy regulation in member countries via enhanced cooperation, sharing best practices and regulatory learning. Mr. Bayraktar’s ties to ERRA date back to his election for the Presidium (the executive and representative body) in April 2012. Then, he was elected by the General Assembly as the Vice Chairman on 10 June 2013. He became the Acting Chairman in August 2013 and was elected as the Chairman by the General Assembly on 31 March 2014. Mr. Bayraktar’s other international memberships include the Editorial Board of International Confederation of Energy Regulators (ICER) publication The ICER Chronicle and the International Programme Committee &  Steering Committee (as ERRA representative) of World Forum on Energy Regulation VI (WFER). Mr. Bayraktar received his bachelor’s degree in Mechanical Engineering from Istanbul Technical University. He was honored as the youngest individual to earn an undergraduate degree in mechanical engineering. He earned a master’s degree (LL.M.) in Law and Economics from Bilkent University, Faculty of Law, where he successfully completed a project on the role of Regulatory Impact Assessment and the Precautionary Principle in designing and implementing smarter regulation. Mr. Bayraktar also studied   Strategic Marketing Management at New York University.

Arda Ermut - Protocol Speech
arda ermutArda Ermut was born in 1980, graduated from Bogazici University, Political Sciences and International Relations department in 2004 and completed the MA courses of the same department in 2005. He worked for H.E. Prime Minister of Turkey, between the years 2005 and 2007, as a “Media and PR Consultant” at Istanbul Dolmabahce Office of the Prime Ministry. Since 2007, he is working for the Investment Support and Promotion Agency of Turkey (ISPAT). He was the head of the team in charge of Gulf, Middle Eastern and Arabic speaking countries and also led the team in charge of India. He had been Chief Project Director and Advisor to the President in 2010. Currently as a VP he leads the Public-Private Partnership Department. He speaks English and Turkish.

Ambassador Sergiy Korsunsky - Energy Geopolitics
KorsunskyDr. Sergiy Korsunsky hold the position of Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Turkey since 2008.  In 2006-2008 he served as Director-General of the Economic Department, Ukrainian Ministry of Foreign Affairs. His portfolio included responsibility for Strategic Development, Foreign Trade, Investments and Finance, Energy Security, Science and Technology. Dr. Korsunsky has extensive professional experience with strategic planning and development, including energy, trade and investment policy. He is well-known for his extensive publications on different energy-related issues, including the European Energy Strategy for Ukraine, the South Stream, Nabucco, TANAP, geopolitics of energy. He previously held positions of Minister-Counselor and Acting Ambassador at the Embassy of Ukraine in the USA from 2000-2006, Deputy Director, Department for Economic Cooperation, Ministry of Foreign Affairs of Ukraine from 1999-2000, Counselor for Economy, Embassy of Ukraine in the State of Israel from 1994-1998. Dr. Korsunsky is the author of more than 160 publications, including 10 books. He has been teaching “Energy Diplomacy” at the Diplomatic Academy of Ukraine and authored the textbook on this matter. In 2008 he was awarded by President of Ukraine for his economic achievements.

Aura Sabadus - Energy Pools: A Network of Opportunities
auraAura has been covering Turkey’s energy markets for ICIS for more than three years having spearheaded the launch of the first ever Turkish electricity and natural gas OTC prices. She takes a particular interest in Turkey’s development as an energy hub and the intersection between the country’s energy sector and foreign policy. Aura is also a fellow of the London-based European Centre for Energy and Resource Security (EUCERS) and researches Kazakhstan’s oil bureaucracy as a part-time PhD student at King’s College London.

 heuvelenIraq’s oil politics: How do Iraqi politics affect Turkish energy interests in Iraq?

Ben Van Heuvelen is the managing editor of Iraq Oil Report, where he oversees a country-wide network of western and Iraqi reporters covering the oil sector, political and security dynamics, and investment climate. He also reports on Iraq for the Washington Post, and contributes commentary and analysis to CNN, NPR, Al-Jazeera English, and Foreign Policy. In addition to his work throughout Iraq, he has reported extensively from Ankara and Istanbul on Turkish energy and foreign policy. Prior to joining Iraq Oil Report, he was a research fellow at the New America Foundation.

Birol Erguven - Turkey Electricity Market Structure & Market Expectations

Born in 1969 in Ankara TURKEY, Birol Erguven received his B.Sc. and M.Sc. degrees from Mechanical Engineering Department of Middle East Technical University in 1993 and 1996, respectively. Right after his graduation in 1993, he started his professional career in TUBITAK as a Research Engineer. After 1994, he started working in the field of trading, sales and marketing of industrial equipment and machinery.  Starting from 1998, he worked in TEMSA San. ve Tic. A.S. as Product Manager and at that period he received his MBA degree. In 2004, Birol Erguven stepped into energy sector with Akenerji, working as Sales and Marketing Director, responsible for generation planning, energy trading and wholesale activities. He has taken on major tasks in post-privatization transformation projects of SEDAS electricity distribution company. He has been leading Limak Energy Group as CEO since 2011 to transform and establish a vertically integrated energy company especially focusing in Tukey and Balkan Region. He lead establishment of Energy Traders Association (ETD) in 2011 where he is a founding board member and vice president. In addition, he is vice president of Energy Council in Foreign Economic Relations Board (DEIK) and member of Energy Chamber in Union of Chambers and Commodity Exchanges of Turkey (TOBB).

Burak Elibol - EPIAS: The Role of Financial Markets for a Liberalized Functioning Electricity Market
Burak Elibol has been pursuing a career as an Energy Markets Consultant in Strateji Energy and Management Consulting. He is specialized on renewable energy, investment anaylsis and electricity market operations. 

Canan Balaban - The Florida Energy Systems Consortium: A Cae Study in Energy Research, Investment, and Applications
balabanMs. Balaban holds BSc. and MSc. in Chemical Engineering and has served for over 20 years in industry as an engineer, research scientist, and manager. Her industrial experience includes rechargeable batteries, sol-gel technology, phenolic resins, bio-mass, coal desulfurization, gasification, and sintering. She has transferred a number of technologies from research to manufacturing and has three patents and one trademark. Ms. Balaban joined the University of Florida in 2003 and managed the $10M NASA funded Hydrogen Research Program until March 2008. During this period she has facilitated the establishment of the Florida Institute for Sustainable Energy and its Energy Technology Incubator (State Center of Excellence).  She served as the Associate Director of Florida Institute for Sustainable Energy at the University of Florida until she joined the Florida Energy Systems Consortium in Jan 2009.
Chris Cook - Turkey at the Energy Crossroads
chriscookFollowing an early career in the UK Department of Trade & Industry, Chris was a market regulator at the Association of Futures Brokers & Dealers, and then at the International Petroleum Exchange (latterly as a Director). At the IPE, he developed successful new trading mechanisms such as Exchange of Futures for Swaps; Volatility Trades; and Settlement Trades. Between 1998-2000, he founded and developed NewClear, a generic transaction confirmation concept, still widely used in global markets. Chris now works mainly in Scotland, with Nordic Enterprise Trust, to develop new partnership-based enterprise models, and related financial products and services. His work at ISRS is focused on a new generation of networked markets – which will, in Chris’s view, necessarily be dis-intermediated, open, decentralised and, therefore, resilient.
Danila Bochkarev - Strategic Shifts in Russia’s Domestic Gas Market and Export Liberalization

daniloDanila Bochkarev is an EastWest Institute fellow focusing on economic security issues. He specializes in Eurasia energy and natural resources issues with a particular focus on the Arctic, Caspian and natural gas. Before joining EWI, Danila was an Inbev scholar for EU-Russia relations at the Louvain-la Neuve and Leuven universities in Belgium. He also worked on China and Central Asia affairs at the European Parliament and frequently advises private sector companies and international institutions. Danila also holds an advisory role

David Tonge - Risks in Gas Supply and Pricing for Power Plants?
David Tonge is Director of IBS Research & Consultancy, which he founded in 1985 and has over 25 years’ consulting experience in Turkey and Central Asia for leading international and Turkish companies and financial institutions. IBS has carried out over 160 projects in electricity and gas, providing market analysis, strategic planning and policy, market and regulatory development, and price forecasting. David Tonge has led the majority of these. He has a particular speciality on gas marketing issues. He is author of a wide range of publications on Turkey, including specialist reports on the energy sector.
Erdem Sezer - Electricity Price Forecasting and Risk Management in Turkish Electricity Market

Erdem_Sezer_JM_FotoErdem Sezer completed his undergraduate studies in Economics and International Relations at Bahcesehir University. With APLUS, he started his career as a consultant by developing econometric models for the forecast of long term electricity demand and supply modeling. He continued his modelling studies with a project called “Fundamental Electricity Price Modelling” for Turkish Electricity Market. He is also a PhD student in Management and Finance department at Yildiz Teknik University in Istanbul.

Fabio Maria Lo Brutto - Shale gas: Managing the Risk of Unconventional Resources
FabioFabio is currently helding the position of Business Development Director – Italy & Global Key Account Manager in DNVGL Oil & Gas Business.  He holds a Msc. in Chemical Engineering, started the career in chemical industry, moved early on HSE technical and management subjects, and joined DNV in 1997 as Loss Control Management Business Developer. He has extensive international experience in the Energy sector both at national and international level and covered several position in the Energy sector both on Operation and Business Development. He was also in charge of all DNV activities in Italy pertaining the energy value chain. In 2010 he moved to DNV Maritime & O&G Business Area as Head of Solution Department. He currently works and resides in Milan, Italy.   
Filiz Katman - Energy Chess in the Mediterrenean: Oil Discoveries and Beyond

Prof. Dr. Filiz Katman holds BS degree on Economics (in English) from Istanbul University, MA degree on Political Science and International Relations (in English) from Marmara University, PhD degree on International Security and Terrorism, certificates from Yale University Program on War, Conflict and Order, NATO International School, NATO Center of Excellence on Defense Against Terrorism. Currently, Katman is Executive Board President at Energy Politics and Markets Research Center (EPPAM), Editor in Chief at EPPAM Policy Brief and also Faculty Member at Department of Political Science and International Relations (in English) at Istanbul Aydin University. She is recipient of several awards and scholarships on personal and project basis in domestic and international arena. She has several articles and books on energy policy and energy security, terrorism, security, political violence, cyber threats, Caucasus, Eurasia, NATO. She is expert at BBC World News and Member of TOBB Istanbul Women Entrepreneurs Council.

Liana Jervalidze - Electricity Crosborder Trade Between Georgia and Turkey
KONICA MINOLTA DIGITAL CAMERAMs. L. Jervalidze is a researcher and analyst on the Caspian area energy and environment policy, transit routes and regional studies at Georgian Oil and Gas Corporation. Ms. Jervalidze is the director of Orbeliani Centre for Advanced Strategic and Energy Policy Studies at PSI Georgia.  She is associated Prof. at the University of Georgia and teaches “Energy Policy of EU” there. She is an alumna of the Kennan Institute of Advanced Russian Studies in Washington DC. , and the Reading University Business School Eurasia Studies Project in UK. She comments on a regular basis on Georgian energy, environment and regional policy at Georgian commercial TV channel Rustavi 2 and Imedi programs – Business Courier, The Capital, and Radio Free Europe.   Her work has mainly focused on the development of South Caucasus and north-south energy corridor and Georgia’s potential role in the process of regional integration. Since 2003 Ms.Jervalidze has been working on the development of Georgia’s gas market and the reforms envisaged and implemented. She has made presentations on political, economic and environmental aspects of regional energy policy and transit routes to a number of international and regional conferences held in Tbilisi, Baku, Brussels, Istanbul, London, Strasbourg and Washington. She is the author of analytical articles published in Georgian and English languages. Ms. Jervalidze is fluent in Georgian, Russian, English and French, and speaks some Turkish.

He provides international training and research on business and government policy, focusing primarily on utilities and network industries. He co-directs the PURC/World Bank International Training Program on Utility Regulation and Strategy. Dr. Jamison’s current research topics include leadership and institutional development in regulation, competition and subsidies in telecommunications, and regulation for next generation networks. He has conducted education programs in numerous countries in Asia, Africa, Europe, the Caribbean, and North, South, and Central America. Dr. Jamison is also a research associate with the UF Center for Public Policy Research and with Cambridge Leadership Associates, where he provides consulting and training on adaptive leadership. He is an affiliated scholar with the Communications Media Center at New York Law School. Dr. Jamison is the former associate director of Business and Economic Studies for the UF Center for International Business Education and Research and has served as special academic advisor to the chair of the Florida Governor’s Internet task force and as president of the Transportation and Public Utilities Group. Previously, Dr. Jamison was manager of regulatory policy at Sprint, head of research for the Iowa Utilities Board, and communications economist for the Kansas Corporation Commission. manfredManfred Seitz started his professional career in traffic & transport engineering and then moved to the Austrian Ministry for Science & Transport being in charge for the development and implementation of transport technology programmes. In 1999, he led the foundation of via donau, a subsidiary of the ministry. In 2005, via donau became the Austrian national waterway organisation by merging infrastructure operation and all development activities. As managing director, Manfred Seitz was responsible for all matters of navigation & technology until the end of 2009. He initiated more than thirty projects in various EU programs and was a driving force for many national and European policy initiatives. Since 2010 he has owned and managed Tethys Consulting GmbH. As of September 2011 he has acted also as General Secretary of Pro Danube International which is a network of private businesses promoting a more competitive Danube logistics system.One of the current project initiatives of Pro Danube International is the elaboration of a “Masterplan for LNG as a fuel and cargo for Danube transport” which will be filed in the forthcoming TEN T call.  Niall Trimble has worked on gas and LNG sales contracts since 1980. He worked initially for British Gas as one of the teams negotiating contracts from UKCS fields.  He set up the Energy Contract Company in 1988 and since then he has worked on contracts covering gas sales, LNG sales and LNG terminals for clients all over Europe.  His work on LNG includes assisting Hess to renegotiate the Snohvit LNG sales contract and he took a leading role in the negotiation of the LNG purchase contract for Cyprus. Since 2007 he has worked as Ambassador-at-large for Energy Security and Climate Change, as Advisor to the Minister of Economy, Energy and Tourism, as well as National Coordinator for the Nabucco Project. He was on the Bulgarian delegation negotiating the South Stream bilateral agreement; headed the team in the negotiation of the Nabucco Intergovernmental Agreement, and helped establish institutional expertise on energy security at the Ministry of Foreign Affairs and the Diplomatic Institute. Ambassador Poptchev has vast experience as negotiator at the UN and specialized international organizations. He combines diplomacy with research.
